I guess I have been pushing a pencil to long.
If I am understanding 410.8(D) correctly, I can install a recessed incandescent fixture so long as it is enclosed (ie: recessed fixture with a glass lens?) and has 6" clearence from any storage space

(3) Recessed incandescent luminaires (fixtures) with a completely enclosed lamp installed in the wall or the ceiling, provided there is a minimum clearance of 150 mm (6 in.) between the luminaire (fixture) and the nearest point of a storage space

Looks like that is what it is saying to me.
