I'm told that identification of conductors by means of blue insulation is specifically referenced in the code 4 times.
I know of 2.

Thanks, Redsy: I fixed the mistake I made, I should have remembered that one because I once got that wrong on a test when the answer was in fact light blue for the grounded conductor in a cord!

I thk you mistakenly listed 400.23 instead of 400.22
