Who would you use or call to monitor and record power consumption?

I looked in the yellow pages and can not come up with anyhting.

Hialiah Meter sells refurbed watt hour meters pretty cheap, $20 or less.
It's hard to beat what the PoCo used to bill you.

Your best bet is to get a secondhand POCO meter as already suggested and use it as a check meter on the circuit concerned.

Also you can look on Ebay where they are sold for around US $15. + postage.

Power consumption? KwHours? Get the dreaded E-mon D-mon. Landlords love 'em, tenents loath them..... Use tamper-proof screws.

Demand/quality monitoring, you can do short term rental of logging units, or purchase/lease for long term. You'll have call around in your area, but there are those on the internet.

If this is a commercial setting, you need to also figure in the demand as this can be a significant part of the billing. The meters usually sense the largest demand over a 15 min. period and are reset by the meter reader each month. Then the demand clause of the rate structure tells you how much you pay. There is usually something called a "ratchet clause" so that wintertime demand gets close to July & Aug. HVAC equipment demand.
