I'm looking at a project that will be built on an old spoils site. While there will be site work done to address the issue, I'm still concerned that some settlement of the site will occur, causing the underground conduits to be damaged as the soils settle beneath structures that are more firmly suppported such as building and lighting poles. Any recommendations as to how to best address those issues on the design end?

As much as possible, use UG cables, and leave a lot of slack when you run the cables by running them serpentine.

Or, you could take the opposite tack and dig deep, then place re-inforced concrete in, around and under the conduit runs.
