The company that I work for, builds (among other things), control cabinets for highway lighting, etc. It is a common practice to install Nema 1 "hand-off-auto" switches inside our N-4X Enclosures. We recently had an application that called for a N-1 "Square D" loadcenter to be mounted inside a N-4X enclosure. The inspector said, "Nay, Thou shalt not mount a N-1 in a N-4X." I replied, "Surely thou can quotest an article from the 'Holy Book'." To which he replied, "Nay, nay, double nay!" I've searched the NEC, and I can't find the narrow path that the inspector intends this pilgrim to travel. I've looked in 110, 300, 312 and 408 of the NEC, and I can't find anything that would prohibit this installation. Any thoughts?

Maybe working clearances, and/or dedicated work spaces?
