My first thought when I read the title of this thread was "Becuase it's Texas and they can"

Now I read the link and

The lights are on but from what I read about the legislature, Nobody's home! (Don't feel too bad, our Colorado Democtats are considering jouning your Texas ones in New Mexico.

No doubt the separate grid would be a big benefit should Texas decide to secede from the Union .
