A contractor of mine called me today because he got shocked by the water spigot while not wearing shoes on wet ground. He said he doesn't feel it unless he's grounded.

What can I check for? Thanks in advance.

I haven't looked yet, but the grounding system is the first thing I planned to check.

Also check for a bad water heater element.
