I have a client (commercial) that wants me to put outlets on a countertop, facing up. I've tried to convince him with common sense that this is a bad idea (spills, etc...) even when GFCI protected, but an NEC reference would be helpful, as he's being pretty persistant. Can anybody guide me to a specific code that would find this in violation?

I'll appreciate any input, thanks

It is definetly a NEC violation to install receptacle outlets in a "face-up" manner.

406.4(E) only applies to dwelling units. Since this is a commercial kitchen I'm not sure it would be a violation to install the receptacles this way but I think we all would agree its not a good idea.
