I was asked to do some work for a school and I noticed 9" christy box's with lids marked ground near the back. Is there a code for a dedicated ground rod for each modules subpanel?

Sounds like you are describing "Hand-Holes" for access / verification of the Clamps and GEC at the rod(s).
Is this correct???

Seen a couple places which had redundant ground rods for supplimental electrodes, and they were driven outside of the gear room (and ended up in the finished sidewalk - resulting in round "Hand-Holes").

These had covers with the phrase:

"Ground Rod", "Grounding Electrode" (or something similar) imbossed on them.

When you say modules are you referring to modular (portable) classrooms? If so then a grounding electrode system is required for each module since each module is considered a separate building. See 250.32
