I may have over think this but I'd rather be safe than sorry. Per 409.108, a bonding main shall be provided when used as service equipment. Am I presuming that this applies only when there's separately derived neutral involved like a. Control transformer? I may be overthinking that with a service switch in the enclosure for the sole purpose of disconnecting the power to the panel and equipment does not constitute as "service equipment" by difinition per NEC. Am I missing something here or am I just missing sleep since I can't wrap my brain around this? Oui vey.....
Sounds like you are wasting gray matter.

IF this is 'service equipment' then you must follow 409.108, if not service equipment.....proceed as usual.
"Service Equipment" as defined by being the thing connected to your meter. The rule is there mainly for things like Pumping Plant panels where there is a utility service drop right into a meter, then into the control panel itself. That makes the control panel the Service Equipment, so it needs to follow those rules.

And be labeled / listed as S.U.S.E. by the way.
