Please review the following part in the 2002 NEC:

Is this Low Voltage distribution? Malaysia used to follow the British IEE wiring regs, although it now has its own wiring regs. Therefore, I suspect that you are looking for information on the TN-C-S system. (Which also happens to be the system used in North America)

The EE proposer had some sort of pendant around his neck showing a receptacle where the neutral was bonded to the green screw EGC terminal on the device?
