Has anyone heard the phrase, "This is a comercial/industrial installation. You can't use #14 ga wire here. It has to be #12 ga minimum."?

ONLY...if that verbage is within the job specs. Common trade practice is 12 for comm, but it's not code.

That phrase embodies the California Electrical Code.

Words to that effect rule here.

#14 is restricted to control circuits and residential installations.

I looked in the CEC 2010 but couldn't find this. Do you have a code section, because it is good information to have.
