I have a fire department that needs a 3 phase 5hp pole mount rotary siren to be installed. They do not have access to 3 phase power. Need to know if a rotary or static phase converter is more practical and which is easier to install. Done plenty of 3 phase wiring but never had to fool with converters before.

There’s probably no rule of thumb, but you may want to limit total voltage drop {on 1ø and 3ø sides} to 3% running {and 15% during starts.} Current on the 1ø side will likely be ~twice the 3ø current—1.73x+converter loss.

Voltage imbalance [ø-ø, not ø-grd] can be a significant contributor to stator-heating problems in the process.
