I'm trimming a house I didn't rough; the vinyl soffit is up w/ romex exposed at 4 corners. Looking or best/ smallest way to go w/ accent type recessed, specific ones used if possible.

Depends what effect you want. CF recess have nice bulb life, MR-16 can be 'directional' and have various beam spread. Regular H-7 type cans (Halo or big box brands) work, but not "small".

hotline, mr-16 ?, the progress lv units ? Lv likely not an option, builder wants to keep it cheap.

Halo H99 (4-1/2") 120 volt probably will be my best guess.

Just checked out Tom's suggestion. Looks OK?Good. Smaller than H99 type. The one with the self contained xfr may be what you're looking for, as you said the NMC is 'in-place'. ETL listed; damp loc., MR16/MR10 & trims to suit.

Only thing missing is $$$$

Anytime I install recessed outside, I try to install ones that the trim is closed. With the open trims you get alot of bugs, and it looks bad.

I've actually used them outside quite a lot over garage doors and in my garden arbor this spring. The ARLV 2500 trim in white, and it takes paint pretty good too.

HCE727, with the bulb in the 2500 fixture, there is minimal space, maybe for tiny bugs. I have not had any problem or complaints. They are installed in a billionaires home [not kidding], in approx 30 locations, and if anyone was gonna complain about it, they would have.
