Does anyone else feel this person is over their head? I did, but apparently I was wrong?

I agree with you. I hate to see DIY doing panel installations.

Try this: Ask them what brand of recently calibrated torque screwdriver rated for 35 inch-lbs ($130) and recently calibrated torque wrench rated for 250 inch-lbs ($95) they will be using for the installation...

I know, I'm evil...

It looks like the moderator is over his head also.

His explaination would be much easier to read if no choices were presented.

granted, yet the posters are making an effort with him.....

Quote
Qualified Person. One who has skills and knowledge related to the construction and operation of the electrical equipment and installations and has received safety training on the hazards involved.

New in the 2002 edition, the definition of the term qualified person now includes safety training. No longer is it adequate for an electrical worker to be “familiar with the hazards involved”; the electrical worker of today must also have safety training on the hazards involved.

you realize all that OSHA would ask is a subpart S course here......
