Not good. Looks like the Cobra-head (street-light) is touching the HV lines.

Wait, now that I look, is there covers over the wires where they pass under the light?

So which was up first. The cable or the lamp post?

OK, here are a few more photo's.

The overhead lines were here first.

This pedestrian crossing was approved by the local council, and the streetlights were put in by contractors and passed council inspection !! This job is about 1 month old.

I have queried this with the POCO.
Firstly this is illigal to have a light in between 11 kV and 400 Volts conductors.
A SL lamp on a outreach fixed to a powerpole is acceptable but not this idea.

Look at the plastic PVC pipes on the LV wiring just taped in place.
These will shift in no time and lines will clash with the lamp head.

Also from a safety point of view.
Car versus lamp post, LV lines down BANG!! or lamp post flips up in 11 kV, Hughe BANG !!!

No way I'm going to try to erect a metal pole by threading it in between all that! Crazy!!!

I can at least fathom Joe Homeowner's lack of common sense, but the crew that erected this thing should know a little better, sheesh
