Looks like CATV or phone drops, but cant be sure. Looks like the pole is in mid repair, maybe postponed due to extreme cold?

Anyway look a that blowing snow.... Brrrrr!

Definitely looks like the pole is being replaced. I've seen that done where the new pole is placed alongside a rotten one and over a period of time, the wires are transferred over.

THey should have barricaded that stuff at least. Oh well

Silly question, I guess, but do you know what's at the top of the pole...transformers, CATV, telephone, etc.?

Certainly looks like a new pole sistered onto a damaged one (most likely from an auto accident). Also looks like a fire hydrant just barely visible on the far side.

Looking at the second pic a little more closely, it appears that several of the conductors have been spliced (and poorly at that).
