Just curious what the point of tape here wasin the first place... If they'd used foil tape, they might've kept ground continuity...

The point of the tape is to keep out the rain silly! Otherwise it leaks out of the panel on to the floor........

Now, we all know the reason this hasn't been properly been taken care of.... It still works!
