boy is this cabinet to small. no working clearences,much less operating room for the switches.this really is what ya call packing it in.an electricians nightmare.why all packed in? how was it wired? don't belive in the field.

I've done a lot of installations simialar to this, but not with a traffic signal cabinet. The cabinets I use are not as deep, usually only 12 or 8 inches. But if the front edge of the cabnet was not more than 6" and the width was 30" it would be OK. It looks like the width may not be 30"
1) To the left of the light switch it looks like a thermostat. The hood looks like a louver. There could be a fan up there.
2) This doesn't look like an electronics enclosure. That is probably in the cabinet to the left. This looks to just be primary power distribution. Probaly doesn't generate much heat.
