I see this frequently in this part of the world (SE Texas), only on a larger scale - 400a Nema 1 discos and contactors supplying power to large rice field irrigation pumps. Most of the time, the backboard is badly rotted away, as in your pic. [Linked Image] and, of course, the doghouse has long since turned to dust.

The raceway from the contactor to the pump is typically MC, lying on the ground/in the mud...
