Portable substation

The local POCO deployed this at the north end of Hackensack NJ. I'm not completely sure, but it looks like a portable/mobile transformer substation. Seems the local substation in New Milford (next town north of here) took some flooding, as it's located next to the Hackensack river. And according to the local paper, the POCO is feeding most of us from other substations right now, and they are doing some load shedding if we don't conserve enough... A few minutes ago my line voltage was 109VAC, now it's at 113VAC.
