In the apartments I live in, just about every service disconnect for each individual apartment has its cover rusted or painted shut. It would practically take a crowbar to get the covers open. Does this violate the definition of "readily accessable"?

well i'm no safety buff eyager, but i had thought i'd read somewhere that any disco and/or OCPD should be articulated annually
