do you always ground the neutral on the prim. side of the gear.110-208 or 277-480

Cruzer- If you are talking about a (Grounded) Service the answer is located 250.24(A)(1) and you would be required to bond on the "primary" side of the switch gear. And I should also add the code reference 250.24(A)(4) which more directly answers the question on where you bond the "Grounded Conductor" to the equipment cabinet. See also 250.28.
