Florida is pure NEC. The only exception I know of is the requirement for bonding steel framing. I think they may have slipped that in the building code tho. There are a number of defacto "electrical" rules slipped into other codes. (alarm and backup system rules jump to mind)
We still have some inspectors here who really frown on using any raceway as a grounding method so those inspections tend to be very thorough. Better not have a locknut or connector he can shake loose.
