Would a expansion joint be required under a mobile home where the feeder PVC merges from the ground to the homes feeder conduit?

352.44 addresses expansion joints for RNC in accordance with expansion/contraction due to temperature change.
That being said, I've seen several instances where the Meter Sockets have been pulled off the wall from the ground settling and where remaining KO rings have been pushed through into the Meter Socket due to the ground heaving. If you suspect ground movement, an expansion joint might be a good idea.
