If I'm using THWN 4/0 Aluminum conductors to feed a Service panel with a 200 ampere main, What size Service do I have? Is the rating 200 amps or 180 amps?

Residential = 200 Amps
Other than Residential = 180 Amps but can be protected by 200 amp breaker or fuse.
