Bob,I'm actually more concerned with the theory aspect of it and what the safety aspects/concerns would be. I'm saying in an otherwise normal,code compliant installation in a residential setting,say at a recep,break the grounded conductor,splice a piece of #12 at that point and take it outside to a ground rod.
