hi,
given a single family dwelling, and a detached garage that has a 12 circuit panel installed, that is protected with a 50A breaker being fed by a 3 wire lateral from a 50 A main at the main panelboard and that has a driven ground should this panel be considered a seperate service and have the neutral bonded to ground?

See 250.32(B)(2) regarding metallic paths. These could include non-electric utility lines.
