The code is the code, you have to abide by it because you are an electrician, homeowner can say whatever they want to, they get what they get. They can do whatever they please after you leave and the AHJ is gone. The bonding issue is a little deeper, if you hit one spot, typically all will show continuity, grab a hot and the grid just to feel safe for fun. You get 5' from the edge, that is if you are in the room, outside the room is not a part of the room, common sense is the reach test if the tub is located to see if it is possible to do the twister to reach around a door opening to the switch.
Aroom to be finished later typically is just another addition, set it in mind of what is going to happen later, yet make it so those openings can be blanked, and just killed by a splice at a nice place as that switch.
The lighting issue is mandated in the code for your situation, here's the water, here's the fixture. Is it easy enough for some intoxicated folks to change that bulb standing on the side of the tub in the wet bathing suit, or going out to the garage/shed for a fibreglass ladder? And hell, we can load the whole room if we want.
And when they call back to finish a unsafe tub room in the way they wanted-electrocution hazard, you can nicely turn down the oppurtunity.
