I would also say Arc Fault, plus incorrect time-current ratings of the fuses, explains the reason why the 30 amp OCPD did not react, but the 80 amp one did.
If this is a 480 VAC Wye, why [no pun intended] wasn't there a GPE type main [or was the fault ahead of it?]
