We sometimes have a tough time with bedrock. Our supply house keeps ground plates on hand. They are 12x12 steel plates with a bit of ground rod welded on for the acorn.
They need to be buried 30" deep, flat, and a minimun of 6 feet apart. They do work though, and can solve a tough situation.
