Here in New Jersey, on a commercial job/ind job, any major changes have to be authorized in writing from either the Architect, or the Engineer. "As-builts" (red line) are submitted by the electrical contractor to the Arch/Eng/Owner, and a set may be required by the AHJ.
"Variations" here (NJ) are actually a written request for an official "pardon" on a NEC requirement due to extenuating circumstances. It has to not be a life safety item.
Also, there are variables to the 'as-built' requirements, which may be a part of the contract documentation, or listed within the job specs.
