I think the real issue with plug strips is the line cord. If I have a plug strip with a 14ga line cord and it is plugged into a 20a circuit you can overload the cord.
I have seen strips with 16ga cords so you can see the potential for problems.
Our fire marshal is notorious for flagging strips and saying they have to go, OCPD or not. It seems to go in spurts. One month he will just go around, looking at little else, it seems, then we go for a year or so without any attention to that issue.
