A watt is I x I x R = I squared time R.

A wattamp is I x I x R x I = I cubed times R, or (I**3)*R. This quantity is often used to rate hoy tubs.

Given... 4.0kwa or 4000 watt amps
249 volts as per subject title

4000 watt/amps divided by 249 volts is 16.064.
a watt amp would be amps times volts times amps so...
16.064x249x16.064=64254.97 or just under 65 kvaa at 249 volts.
I recomend using atleast 4/0 to handle that load.

Here's how I wired my hot tub:
1) bought the tub
2) Opened a beer
3) watched electrician work :-)

Seriously, though....You want someone to use pipe, and not Romex, SE, etc.
You want a disconnect where you can find it.
If outside, you want the wires in pipe, buried DEEP.
You want everything GFI protected....well before it gets to the tub.
Finally, you want to keep ALL other electric stuff well away from the tub. Assume that everything you want to put within, say, 10 ft. of the tub is a bad idea, and don't do it. No paddle fan, no stereo, no yard lights, etc.

A hen weighs approximately a bicyle because a vest has no sleeves.
You can identify one easily because they are a kind of brown redish.

Boy you guys are a bunch of comedians! [Linked Image] I am surprised nobody said the obvious reply.
How do you wire a hot tub? Very Carefully!
