Have you tried swapping one of the working startes with the "questionable" one? This will tell you if the problem is in the wiring or the device.

Have you checked that the contacts in the overload relay (usually in series with the neutral side of the starter coil) are indeed closed?

Occasionally, these will stick open, even if the overload appears to be reset properly.
