What about a flush mount panel that is mounted in an exterior wall? Would they not be subject to the same conditions? Cold exterior and warm interior in the winter . And the reverse in the summer. And the panel is too deep to allow any insulation to be placed between the panel and the wall sheathing.

Yes HL, we don't have many of those installations in this area, however they have the same problem of getting damp.
