I'd be looking for a loose connection somewhere in the lighting circuits.
I'd be looking pretty smartly too, this usually means that the current isn't getting to somewhere that it should be.

see if you can get a datalogger from the local POCO and put it on the light cct.

These will pick up spikes very accurately and then on the print out you can check a certain pattern or time slot when it occurs.

I do powerquality as well in my job and we use OSREY 1 Ø loggers for that.
