How does one go about posting a picture? I wanted to post a photo in another forum, but couldn't get the picture (a jpg file) to copy over.
What am I doing wrong?

One way is to email them as attachments to Photos@Electrical-Contractor.net [with caption info in the email.]

Then what? How do I get them to come up on my posting? Wher is the access to them on this web page?

You can email them to the address that Bjarney posted or you can email them to me, using the link above my post.
Either way they will get loaded onto the server and we will start a new thread or add them to existing one of your choice.
That is why you need to give us all the info you want posted with it.

You can also send jpeg images at 600 x 800 to me too, and I will put them on the server and send the link back to you.

The other method is to ftp {usually with a userid and password} it to a server that will permit http access to your jpeg image.
