We did a bunch of work on a lady's house. She wanted us to add some stuff and at the same time check over the wiring for safety. We found a Stab-Lok subpanel in the closet and gave her printed info on the breaker failure issues. In addition she was very active on the computer and did her own research on FPE. When we returned to her house the next time she said she wasn't really having any problems with the breakers tripping!! so she didn't really think a new panel was necessary!!.
Sometimes it's tough to sell safety when they can't grasp the issue!
