In Chicago if you have to use tools to disconnect the piping, the equipment has to be hard-wired.

IMHO, if it comes with a factory cord, that's the end of the story. If the mfg instructions are OK with cord, and a compliant connector is installed, OK.

Most guys know my acceptance of 'cord', those that don't learn, some the hard way.
