If I got to a job site and they were missing windows and the job was already rough wired, I would look at the wire, if it was far enough away from the window and it was dry, I wouldn't have a problem, but if the new box was right below the window, or if the RX was wet, I would red tag the job. I seen pre-fab sun rooms like that where the whole bottom of the room was roughed in and waiting for the windows above it. That would only pass if the job was roughed on 1 day and made weather tight on the next day without rain.
