Is this Low Voltage distribution? Malaysia used to follow the British IEE wiring regs, although it now has its own wiring regs. Therefore, I suspect that you are looking for information on the TN-C-S system. (Which also happens to be the system used in North America)

I've been advised that the 2005 NEC had some proposals that were all rejected in South Carolina last week at the NEC meetings and they were related to the subject of your questions.

The EE proposer had some sort of pendant around his neck showing a receptacle where the neutral was bonded to the green screw EGC terminal on the device?

Look at the NFPA NEC ROP under CMP 5 for the proposal in the later part of Article 250 identified here.
