Per Tesla's posting, the Article of reference was Article 408, specifically, it was Section 408.34.

The last usage of Maximum 42 Single Pole Circuit restrictions for Lighting and Appliance Panelboards was in the 2007 California Electrical Code (Title 24, Part 3), which used the 2005 NEC as the Model Code ("Based On" the 2005 NEC).

Section 408.34 does not exist in the 2010 CEC (2008 NEC Model Code), but Section 408.54 states "Maximum Number Of Overcurrent Devices" which is in the Construction Spec's part of Article 408.
However, no indications are given in this Section, as to total number of OCPD limits for Lighting and Appliance Panelboards -vs- Power Panelboards.
