Anybody know of rules regulating distance from sinks for panels? Sect 26 doesn't say much but I would guess a breaker panel behind or close to a sink would be an issue.

Behind sink is no good. It infringes the working area in front of the panel. I don't know of any issues beside a sink.

not behind one. There is no specific rule that refers to sinks except for 26-712(d)(iii) which prohibits receptacles.
