The Problem has been solved. The 3/0 Cu. Type W cord megger tested fine when it was out of the water, dry and laying in the baking sun. When placed into service with about 4 feet purposely submerged in salt water, the cable has leakage through it's conductor insulation and the cable jacket. New cable solves all problems. Boat that was indicating a wiring fault indication from it's power monitor is now clear. The contractor that installed the jumper between the grounded & the grounding terminals on the power post never did any investigation as to what the original problem was.
