Who regulates the POCO in your area? report the response of the power company to them and support you reading with a calibrated meter and show the calibration date.
Just a point in one thread you worry about the added current. In fact at the higher voltage the current will be less not higher
I would agree the 130 volts is pretty high but I would worry as much that any component would die from 130 volts since most insulation is at least 150 volts. I can see the problem with some components on power supplies but the filter capacitors are usually 150 volts or higher. Rectifier diodes are 400 volts.
I am not suggesting you let it go and forget it as the POCO should deal with the voltage but you may have to go to their overseer to get any action.
