Perhaps we agree and just have a terminology issue.

Maybe the open question is whether this is a white wire or a bare wire.

I really might be coming over to your side. wink

250.30 calls this a neutral

Yep thats it. But I do feel the Code does not Address this as clearly as it should. Maybe I'm wrong????

I think the principle that the grounded conductor shall be brought to the first disconnect is consistent. It does not need to go beyond there tho, if you have no neutral loads and that was where I was going.
