I know nuthing about NEC Code but my sister moved into a house a year ago with no GFCIs in the bath room or kitchion. She said the place was remoled complety in 1985 0r 1990 cant remember which but were GFCIs required in those years?

Yes, in 1985 or 1990, GFCI protection was required for new construction in most areas. That doesn't mean that a remodel project had them installed though.
