Not sure what your getting confused on? I agree with brsele. You could also say Rule 2-034 means not to use steel conduit as a replacement for copper conductors!!!

I didn't post this topic as a joke. I couldn't find this rule in the Code book.The problem is that I got this in the Notice of Deficiency from an inspector and an explanation for this rule is "Panel covers shall be installed.

I am in BC and that rule is not in the CEC. what does it say in the ESA

If the inspector said panel covers shal be installed i would think he might quote 2-202 or other rule from 2-200.
Cover on or off, i am assuming the panel was being used as a panel?

It could be reason for that notice, but it has been for long time!
