The cage is not to prevent falls, it is their to protect the ladder and the climber from falling objects and prevent blocking off the exit. The OP was about portable ladders which falls (no pundit intended) under a different paragraph. 9 times out of 10, where is any one going to tie off on a portable ladder? interpreting OSHA regs reads like the NEC or any other code. It is essential to understand the definition of the words. Enforcement is like marriage, You are wrong not matter how right you are.
